This is being less and less , construction costs in a financail crunch?

We can say that if I want to construct a building, i think it will cost more during a financial crunch? I was guessing less because the amount of construction people on the market is higher than usual.

I think this is less now a days because in the crunch many people do agree to work on the low wages and you can have the benefit of that.
